Advocacy on peace oriented and gender-based policy

Advocacy on peace-oriented and gender-based policy is a strategy to reduce or resolve cases of sexual violence and gender or religion based violence. The advocacy model developed is based on providing data / information, organizing civil society to strengthen critical power and encouraging the emergence of policies or strategic decisions to strengthen peace and protection of women and minorities from all forms of violence.


The advocacy approach also addresses changes in both stakeholder attitudes (from government, political, military and religious or cultural leaders) and the community to be more sensitive towards issues and changes in their pro-democratic behavior toward peace, gender equality and minority protection.

Under 'Advocacy on peace oriented and gender-based policy'

National Action Plan for the Protection and Empowerment of Women and Children in Social Conflict (RAN P3AKS) 2014-2019

RAN P3AKS is a mandate of the United Nation Security Resolution 1325 on Women, Peace and Security. This RAN (national action plan) was established through the Presidential Regulation of the Republic of Indonesia no. 18 of 2014 and the Regulation of the Coordinating Minister for People's Welfare No. 7 of 2014 in response to the vulnerable conditions of women and children from forms of violence including sexual violence.

 

In conflict situations, women and children are often targeted by clashing parties. The RAN aims to implement the work of protection and empowerment. AMAN Indonesia is actively involved in the drafting process of RAN and socialization to local government, Civil Society Organization and society.

Extremism

The NAP is called the NAP for Countering Violent-based Extremism that leads to terrorism. In the formulation of this NAP, AMAN Indonesia actively provides the mainstreaming of gender in every pillar: Prevention (Preparedness, Counter Radicalization, Protection), Deradicalization, Pillar of Legal Empowerment and Legislation Framework, and Partnership and International Cooperation. This intervention is done so that the process of combating extremism is done through a humanitarian approach, not by a military approach alone.

 

The position of women and children in extremist circles is very vulnerable, it needs intervention that makes them realize that what is done threatens the unity of the nation, so there is an effort to prevent a reoccurrence and revenge against the government. On the other hand, paying more attention to the pillar of prevention is important so that many communities are saved from violent extremism.

RAD P3AKS

Implementation of RAN P3AKS at the provincial or even the district level requires detailed planning in accordance with the context of each region. The context in question is the condition of the needs of women and children in social conflict. The preparation of RAD can be integrated with the regional development agenda, where the preparation and implementation in each region is always integrated with the system, principles, approaches, stages and regional development planning mechanism as regulated in Law No. 25 year 2004 and PP. 8 of 2008 on National Development Planning System.

 

AMAN Indonesia has consolidated East Indonesia in 2016, in Central Sulawesi and a National consolidation from early January 31-February 1, 2018. 4 RAD from Lampung, Aceh, Maluku and Central Sulawesi have been signed by the Governor and 11 provinces have drafted RAD by integrating P3AKS and countermeasures of Extremism.
